The overarching objective of the proposed programme is to stimulate socio-economic development and the living conditions of people living in poverty in rural areas of Liberia by increasing access to electricity based on renewable energy sources by engaging the private sector to co-invest in building, operating and expanding electricity services in the distribution networks in the South East of Liberia. The programme will be complemented by two supporting measures, investing in access roads and in continued support to the reform process with the aim of ensuring an enabling regulatory environment. Ensuring physical access by road is expected to increase interest for participation from prospective electricity service providers as roads will lower the investment costs for building and maintaining renewable energy power plants and distribution grids compared to air-lifting equipment; and as roads also play a role in stimulating economic growth and poverty reduction, enabling goods and services to be brought to market and thereby also playing a key role in enabling growth in electricity demand, making the investments more viable. This is especially important in isolated grids where there are few options to sell surplus power outside the geographical boundaries of the mini-grid. This specific contribution relates to the supporting measure in auxilliary roads and the specific objective is to procure a consultant for formulation of implementation of a strategy and monitoring framework for the Swedish financial support to the increased access to the South-East of Liberia. The consultant will facilitate the design and formulation together with the Ministry for Public Works (MPW) and produce a project document that is in line with Swedish development cooperation policies.
