World Bank Youth Opportunities in Liberia
The World Bank has applied to The Embassy of Sweden for funding of 35 million SEK to carry out the "Youth Opportunities Project" during 2018-2020.
The main objective of the intervention is to improve access to income generation opportunities for targeted youth. The project aims to directly benefit at least 15,000 targeted youth (aged 15–35 years). At least 50 percent of beneficiaries will be female
The intervention’s total budget is 10 million USD, out of which the organisation’s own funding is approximately 6.1 million USD.
The project has four components:
Component 1: Pre-employment Social Support and Household Enterprises for Urban Youth
Component 2: Productive Public Works and Life Skills Support
Component 3: Capacity and Systems Building for Cash Transfers
Component 4: Project Implementation, Capacity Building, and Coordination
The Swedish support will target component 2 which has two subcomponents as well as subcomponent 4.B:
Subcomponent 2A Productive Public Works & Life Skills Training: The objective of this subcomponent is to provide vulnerable youth in rural areas with immediate consumption enhancing support through productive public works and life skills training. 10,000 youth in rural communities in all 15 counties will be provided life skills training, basic farming tools and seedings, agricultural support, as well as labor subsidy to engage in communal farming where the focus will be to enhancing the productivity of staple crops.
Subcomponent 2B: Capacity and Systems Building: The objective of this subcomponent is to finance capacity and systems building for LACE for the implementation of household enterprise support, productive public works, and life skills training.
Subcomponent 4B: Project Implementation and Coordination by the Liberia Agency for Community Empowerment (LACE). The objective of this subcomponent is to support activities related to project management and coordination. This includes staff related costs, equipment, vehicles, fuel, office space, and communications costs, and gradual project-related operating costs under LACE for the implementation of the household enterprises, life skills training, productive public works, and capacity and systems building subcomponents of the project.
The Project Development Objective (PDO) is to improve access to income generation opportunities for targeted youth and strengthen the government’s capacity to implement its cash transfer program. The project aims to directly benefit at least 15,000 targeted youth (aged 15–35 years) on a nationwide scale in Liberia.
