AECF 2017-22 Renewable Energy and Adaptation to Climate Technologies (REACT) - REACT - Liberia
The contribution consists of support to a Challenge Fund; REACT (Renewable Energy, Adaptation and Climate Change Technology). REACT - sub-Saharan Africa, is administered by Afica Enterprise Challenge Fund Ltd (AECF), a non-profit company with AGRA (African Green Revolution) as the sole owner/member. AGRA is a "“non profit organization registered in Washington State as a public charity”. The contribution includes components in seven of Sweden's cooperation countries and the regional strategy for sub-Saharan Africa.
The objective of REACT is to stimulate small and medium-sized companies, to develop business models, services and products in renewable energy and energy efficiency that improve the lives of the poor. The idea is that companies supported by REACT are prepared to take risks, which they otherwise would not take. The ideas put forward by the companies, are identified through competitions in the respective countries. Applications are assessed on the basis of clear and transparent criteria and in three separate steps - this, to assure an independent and transparent process. REACT also supports capacity development of enterprises in a variety of areas, brokering service for successful companies to access capital for scaling up, learning and advocacy on national and regional issues (laws, rules, licensing, trade barriers etc.).
The decision on the intervention covers five years and amounts to 400 000 000 SEK.
The outcome; increased private sector investment in innovation within renewable energy in target countries, that positively impacts on poor households and environment will be achieved through four major outputs: - Business initiatives supported generate development benefits with high outreach, in particular to: those in rural areas; the very poor; women; youth - The business initiatives supported (and the products and services delivered), are sufficiently commercially viable that the associated development impacts are sustainable and that attract additional private investment. - Business initiatives supported address gender inequalities in the provision of renewable energy - AECF identifies, selects, contracts and provides managed support to viable, innovative business initiatives that deliver development impact Related milestones and relevant indicators have been identified for both outcome and output levels.
