Ministry of Health and Social Welfare FARA follow-on

A follow-on five-year, Fixed Amount Reimbursement Agreement (FARA) was signed in January 2016 to support the implementation of the National Health and Social Welfare Policy and Plan 2011-2021. Funds will be used to reimburse the Government of Liberia (GoL) for the cost of implementing the Essential Package of Health Services in three counties covering approximately 1.4 million people. The FARA, a direct Government-to-Government (G2G) assistance model, transfers implementation responsibility to the Ministry of Health (MoH) for ensuring access to quality health services. Under the FARA, USAID will support the GoL to accelerate gains in maternal, neonatal, and child health by further strengthening MoH stewardship and performance management at the central and sub-national levels, and by increasing the use of quality primary health care in USAID focus counties.

Ensure broadly accessible, reliable and economically sustainable water and sanitation services for health, security, and prosperity. Increase the availability and use of proven life-saving interventions that address the major killers of mothers and children and improve their health status, including effective maternity care and management of obstetric complications; prevention services including newborn care, routine immunization, polio eradication, safe water and hygiene; and treatment of life-threatening childhood illnesses. Note that nutrition interventions are budgeted in HL.9 or EG.3.3.Increase availability and use of proven nutrition interventions to reduce mortality, morbidity, and food insecurity, including nutrition education to improve maternal diets, nutrition during pregnancy, exclusive breastfeeding, and infant and young child feeding practices; fortified or biofortified staple foods, and specialized food products to improve consumption of quality food; and delivery of nutrition services including micronutrient supplementation and community management of acute malnutrition. Strengthen host country capacity by advancing supportive nutrition and food security policies and improving nutrition information systems.
