Institutionnal Support for Good Governance

The Institutional Support Project (ISP) for Good Governance in Uganda is part of a broader capacity-building set of programmes to fill the severe institutional and skills gap that the country faces in its determination to advance its ambitious economic reform agenda. The ISP reinforces the Poverty Reduction Strategy Loan (PRSL) that the ADB Group approved for Uganda in 2002, and complements the Institutional Support for External Aid Management Project (ISEAMP I) which was approved in 1999 and completed in 2003. The project has four components, (i) transparency and accountability; (ii) decentralization; (iii) monitoring and evaluation of poverty reduction activities; and (iv) support to project management.

The overall objective of the ISP is to contribute, alongside Uganda’s other development partners, to build-up the country’s institutional and human resource capabilities to improve the delivery of public service through cross-cutting reforms in governance.

The ultimate beneficiaries of the ISP will be the entire civil society of Uganda, including users of public administration services and social services, the business community and the taxpayers.
