Transmission Line Mbarara - Masaka

The project seeks to build a high-voltage transmission line between the cities of Masaka and Mbarara in south-west Uganda with the aim of i) improving the technical and operational performances of Uganda's transmission network to increase the amount of power being transported; ii) increase the reliability and security of the power supply in south-west Uganda, particularly in the district of Mbarara, and iii) to allow the construction of the Kenya-Uganda-Rwanda interconnection by building the Masaka-Mbarara section with the same voltage as that of the other sections. The project is co-financed by KfW as an MRI with AFD as the lead financier.The loans from AFD and KFW will be awarded to the Republic of Uganda and then retroceded as a loan to UETCL. UETCL as the final beneficiary, project owner and operator of the Project will form a management unit especially for this project, supported by the assistance to the contracting authority. The works will be the subject of a single "turnkey" contract (EPC), consisting of the construction of the line and the extension of the two sub-stations. The procurement will be carried out according to international best practices and the AFD procurement guidelines. The project cost is estimated at 94.2 M USD, or €85 M, funded as follows: - 43.8% by AFD (loan of €37 M) for the three components of the project; - 41.4% by KfW (loan of €35 M) in pari passu with AFD - 14.8% by the Ugandan government (€13 M) which will be responsible for the acquisition of rights-of-way, the payment of compensation and the payment of taxes.
