FAO HUM 2017-2019

Humanitarian assistance to FAO; 12 month projects in Somailia x2 and Ethiopia, multiyear support to the Sahel-crisis (Mali, Niger, Cameroon and Chad), Nigeria and the DPRK, in addition to support to SFERA and the global food security cluster.

Food insecurity is often both a cause and a consequence of humanitarian crisis. The ability of populations affected, or at risk, to maintain a reasonable supply of food and other agricultural production is a major component of saving lives and building resilience in many parts of the World, in particular in the Sahel and Horn of Africa. In the FAO Strategic Framework there is a specific Strategic Objective 5 "Increase the resilience of livelihoods to threats and crisis" and most of the work done by the FAO Emergency and Rehabilitation Division (TCE) in support of the Humanitarian Response Plans is related to this strategic objective. FAO/TCE is the main channel for Sidas support to FAOs emergency activities. A new agreement was planned and negotiated with FAO/TCE for the period 2017-2019 and signed in March 2017. Apart from again being a multi-year agreement a couple of new features were included namely (i) support to three-year projects in the Sahel region aimed at enhancing resilience among beneficiaries and (ii) Sida financing to the FAO Special Fund for Emergency and Rehabilitation Activities (SFERA). Sida also continued support to outreach activities of the Global Food Security Cluster as well as method and capacity development in the area of Cash. In terms of geographical coverage, the new agreement has a clear focus on Somalia and the Sahel region although a project was included during 2017 in response to the influx of refugees to Uganda.  Apart from regular follow up between Sida/HUM and FAO/TCE specific follow up field visits were made to the FAO projects under this agreement in Cameroun, Chad and Nigeria during 2017. Sida funding in 2017 enabled FAO to respond to the livelihood needs of vulnerable households affected by climate-related disasters (drought), political instability and conflict. Beneficiary households, including internally displaced persons (IDPs), refugees and host families, were able to kick-start their food production and put to use their knowledge and skills to rebuild – and sustain – their livelihoods. The funding is also helping to improve the quality of FAO’s work before, during and after emergencies and strengthening the coordination of food security and agriculture sectors at national and global levels. As a result, a wide range of stakeholders (including United Nations [UN] agencies, ministries and Non-governmental Organizations [NGOs]) are better positioned to increase the effectiveness and efficiency of future responses.
