NRC agreement HUM 2017-2019
In accordance with Sida's humanitarian allocation process for 2017 and NRC programme proposal to Sida (January 2017) Sida will support to NRC’s humanitarian programs in 17 countries: Afghanistan, Central African Republic, Djibouti, Democratic Republic of the Congo, Ethiopia, Iraq, Jordan, Kenya, Lebanon, Mali, Nigeria, Palestine, Somalia, South Sudan, Syria, Ukraine and Yemen. In addition to this Sida will support NRC with a three-year grant to for the NRC's 'Rapid Response Mechanism' which enables the NRC to rapidly respond to sudden onset or escalating crises.
Sida will also support the NRC led by Internal Displacement Monitoring Centre (IDMC), which promotes greater knowledge of internally displaced persons, Assessment Capacities Project (ACAPS) work for improved humanitarian needs assessments and programming to ensure NRC’s own management and program quality.
Further, Sida will contribute funds of SEK 1 million for the support of the NGO platform International Association of Development Agencies (AIDA) through NRC. NRC in Palestine hosts and provides administrative support to Aida, which coordinates humanitarian and development INGOs in Palestine. The Consulate General in Jerusalem has, within the framework of the cooperation strategy for Palestine, the intention to provide support for AIDA. Efficiency gains can be achieved by providing the support through the NRC-Sida humanitarian unit cooperation agreement.
NRC’s target group is mainly comprised of refugees and internally displaced persons but also when relevant, host communities and returnees. NRC is working within its six core competencies (sectors); shelter, food security, education, water and sanitation, camp management and legal advice.
Sida and NRC have collaborated since 2005. NRC was granted Sida Strategic Partnership in 2013. NRC is an important partner for the Sida as the organization operates in some of the world's most difficult humanitarian crises. The NRC was in 2016, Sida's largest humanitarian CSO partners, and will remain so in 2017.
Sida will, from 2017, support NRC though Program based support. In January 2017 NRC submitted a programme application, and related budgets for its humanitarian programmes in 17 countries. Sida finds these programme relevant to the strategy for humanitarian assistance through Sida 2017 - 2020 as well as the humanitarian needs identified in the Sida’s humanitarian crisis analyses for 2017.
