TA RFSU to Naguru 2016-2017

Sexual and Reproductive Health and Rights (SRHR) constitute a fundamental part of the overall attainment of human rights. Sweden has a long tradition of support to SRHR globally and in Uganda, where the ability to freely and safely exercise reproductive and sexual rights remains challenged. Young people have special SRHR needs and their access – or lack hereof – to quality SRHR services has a key impact on their opportunities in life. Teenage pregnancies, early marriages, unsafe abortions, sexual and gender based violence, drug and substance abuse and sexually transmitted diseases including HIV all impact on the sexual and reproductive health of young people. The Contribution responds to result area 3.2 (Improved access to sexual and reproductive health and rights for women and men, girls and boys) in the 2014-2018 Result Strategy for Sweden's International Development Cooperation with Uganda. Naguru Teenage Information and Health Centre (NTIHC) has - with support from Sweden – provided youth friendly SRHR services for the past 15 years. NTIHC has developed into a centre of excellence, in Uganda and in the region, and has built a considerable expertise in adolescent SRHR (ASRHR). NTIHC is one of the few organisations in the country offering quality ASRHR services and it fills an important gap in the overall SRHR platform in Uganda. The Embassy of Sweden in Uganda is supporting NTIHC’s 2015-2020 Strategic Plan with a total of 38.2 M SEK (84% of the Strategic Plan budget). The Strategic Plan redirects the previous focus from mainly service delivery to a stronger emphasis on best practice and advocacy. Through the Contribution; NTIHC will receive technical support by RFSU through the framework agreement with Indevelop with the aim to 1) improve quality ASRHR service delivery, 2) strengthen advocacy capacity and 3) provide management support. The support will be provided over a period of 14 months and specific attention will be devoted to build NTIHC’s capacity to implement the new Strategic Plan and to increase NTIHC’s capacity for resource mobilization in order to reduce dependence on Swedish support. The budget for the technical support amounts to SEK 1 324 800. RFSU also provided technical support in 2014-2015. Through the previous support, NTIHC was supported to develop its new Strategic Plan, to strengthen capacity for quality service delivery and to build management capacity. NTIHC has repeatedly expressed that the support provided by InDevelop/RFSU is effective in strengthening the capacity of NTIHC to deliver its Strategic Plan. Indevelop/RFSU on their side has provided the embassy with brief quarterly reports in writing on implementation progress as well as a more comprehensive end of support report. In addition, Indevelop / RFSU has met with the embassy to discuss the support.
