DGF 1+ 2016-2017

Since July 2011 Sweden has, as one of eight development partners, supported the programme Democratic Governance Facility (DGF). In a relatively challenging environment DGF has in a resultsoriented manner, achieved the expected results and provided the basis for joint planning, joint financing and joint implementation of a programme comprising three components:1) Deepening Democracy, 2) Rights, Justice and Peace, and 3) Voice and Accountability. The proposed support refers to a bridging phase between DGF I 2011-2016 and DGF II 2018-2022. The overall assessment is that the DGF programme is well in line with the Swedish strategy for Uganda 2014-2018. Through DGF Sweden has the opportunity to support a large number (85) of state-and non-state actors which operate at local and national levels in order to advance to democratic development, gender and human rights in Uganda. The bridging phase will focus on evaluating DGF phase I and scope and design the framework for DGF II. Typical examples of activities include; civic education about human rights and democracy, legal aid for women in particular, public campaigns against corruption, advocacy regarding legislation influencing civil society space and transparency in the extractive industries sector, psycho-social support to victims of conflict, training of journalists and production of journalistic content for better accountability and management of human rights abuse complaints. The Embassy assessed the contribution as highly relevant in the context of Uganda which has seen increased suppression of freedom of assembly, expression and association as well as increased apathy towards both the state and civil society in recent years, particularly in the aftermaths of the general elections in February 2016. The contribution will complement the current portfolio in the area of Access to Justice where a new support is envisaged during 2016 and the area of Freedom of Expression where a new agreement was signed with Hivos at the end of 2015.

The intended impact of the programme is defined at two levels as follows:- Equitable growth, poverty reduction, rule of law and long term stability in Uganda (Super Impact) - Strengthened democratization, protection of human rights, access to justice, peaceful coexistence and improved accountability. (Impact)The outcome that is expected to support the impact are:- Improvements in accountable, responsive, rights-based governance through effective citizen participation coupled with stronger institutions.The outcomes are further aggregated at component level as per recommendations in the AR 2014. A new results framework was approved in September 2015.
