Livelihoods and Enterprises for Agricultural development (LEAD).

LEAD was initially designed to catalyze the transformation of Uganda's agricultural economy by facilitating competitiveness in select agricultural value chains. Following a successful mid-term evaluation, LEAD focused activities on the three FtF value chains-maize, beans, and coffee-and modified its approach be more facilitative versus intervening directly. LEAD activities focus on private sector agro-input suppliers and commodity buyers to generate sustainable benefits for large numbers of smallholder farmers through better, more business-oriented relations with farmers as their customers and suppliers. Employing a light touch facilitation approach to ensure ownership-and therefore sustainability of results-LEAD provides a combination of technical assistance and cost-sharing (underwriting initial risk of new approaches and technologies) in different combination, encouraging innovations such as developing market entry strategies, assisting early-adopter target firms to scale-up, producing case studies and presentations at industry forums, and hiring field agents to market inputs and to promote and buy high-quality produce. Such successes promote sustainability and encourage emulation by other firms. Coupled with the facilitative value-chain approach, LEAD employs an adaptive planning process-collaboration, learning, adaptation-that allows periodic evaluation of project interventions and gaps, allowing adjustments to the implementation and significantly increasing the effectiveness of the strategy. This built-in learning process allows for quick incorporation of new information and opportunities, which leads to improved project performance and results.
