IR-EMOP to ensure Uganda response capacity to respond to South Sudan Refugee Influx- Civil Strife Dec 2013

The IR-EMOP was approved in December 2013 for a period of three months to provide high energy biscuits (HEB) for a period of up to 14 days for 30,000 new refugees from South Sudan following the outbreak of fighting in December 2013. The HEBs were distributed to meet the energy requirements of the new refugees while in transit from the border points to the reception centres. However, between December 2013 and January 2014, the actual number of refugees entering Uganda exceeded initial expectations, forcing a budget revision of the IR-EMOP. The budget revision increased the number of refugee beneficiaries to be assisted by WFP from the planned 30,000 to 60,000 new refugees. The food basket was also revised to include cereals, pulses, vegetable oil and Super Cereal in addition to the HEBs. The number of feeding days was extended from 14 to 25 days to allow plots of land to be prepared in the designated refugee settlements. At the end of the IR-EMOP, assistance to new refugees continued under the on-going PRRO 200429. Both operations contributed to WFP's Strategic Objective 1: to save lives and protect livelihoods in emergencies and targeted refugees in Uganda.
