LR-Urban and Rural Infrastructure Rehabilitation Project
The objective of the Second Additional Financing (AF) for the Urban and Rural Infrastructure Rehabilitation Project for Liberia is to support the recipient's efforts to improve road access in the city of Monrovia and targeted rural areas, as well as to improve the institutional capacity for the management of the recipient's roads sector. The second Additional Financing (AF) will support additional required financing for various project components, in particular: (a) the contractually obligated inflation linked contract price adjustment for the Bokay town to Buchanan Port road; (b) additional works for Monrovia city streets; (c) updated estimated costs of the Caldwell Bridge; and (d) updated cost of New Fuel Unloading Facility in the Port of Monrovia. The AF will also finance the following new project activities: (a) preparation of conceptual designs and bidding documents for construction and rehabilitation of Ganta-Zwedru section (about 233 km) along the Ganta-Fishtown-Harper Road corridor; (b) carrying out a detailed feasibility study and transaction advisory services for the development of a dry inland port; and (c) technical assistance to the University of Liberia, the Stella Marie Polytechnic and Tubman University in support of the overall infrastructure sector institutional capacity building. An additional activity, to partly cover the costs of social and environmental mitigation measures, such as the Resettlement Action Plan (RAP) and similar, has been also included. This component will mitigate the delays caused by lack of timely and adequate financing from the Government of Liberia (GoL). There are no new safeguard policies triggered by this second additional financing and restructuring, nor any changes to the original development objectives of the project.
