Governance and Economic Management Support
(Liberia): USAID's Governance and Economic Management Support (GEMS) program is a five-year program using FY 2014 funds to develop the capacity of key GOL institutions in order to improve human resources, procurement, internal controls, IT, and asset management functions. Key ministries and agencies participating in the program include the Ministry of Finance, Ministry of Health and Social Welfare, Ministry of Education, Governance Commission, Civil Service Agency, National Bureau of Concessions, Liberian Institute of Public Administration (LIPA), and Central Bank of Liberia. The project will also provide training for GOL employees in financial management, procurement, audit and other important management areas related to improving government performance and fulfilling statutory mandates.
