Liberia Administrative and Systems Strengthening (LASS)

(Liberia): .Liberia is approaching its first post-conflict democratic transition of power in the 2017 general elections. The purpose of the Liberia Administrative and Systems Strengthening (LASS) Task Order is to work with the National Elections Commission (NEC) to develop key institutional systems, policies, and procedures in areas such as human resources, budgeting and financial management, asset management, strategic planning, and procurement. With strong systems in place the NEC is better situated to achieve its core mandate of planning and conducting elections. LASS will use problem-driven rather than solutions-led approaches in working with the NEC to allow for greater ownership and participation by NEC officials..

Objectives for Liberia: The purpose of the Liberia Administrative and Systems Strengthening program is to work with the National Elections Commission (NEC) to develop and build sustainable and relevant institutional changes in response to the NEC’s specific needs. LASS will support the NEC in its efforts to strengthen its managerial and administrative capabilities, systems, policies and procedures, using the Problem Driven Iterative Adaptation (PDIA) approach. The ultimate goal is to help the NEC put in place strong systems.to better achieve its core mandate of planning and conducting elections.
