IDLO Access to Justice - Inception Phase 2017
Ambassaden avser att under sex månader 2017 stödja IDLO:s uppstartsfas av programmet "Access to Justice". Det initiala stödet till IDLO under uppstartsfasen kommer att möjliggöra:
• att IDLO utvecklar ett slutligt programdokument
• etablering av IDLO-kontor/närvaro i landet samt
• planering och förberedelser för genomförande av ett långsiktigt "Access to Justice"-program
Uppstartsfasen kommer att inkludera följande aspekter/element; inrättande av organisation, budgetering, stärkt partnerskapsbyggande, framtagande av en lämplig förändringsteori samt av ett programdokument för långsiktigt stöd som innefattar tillgång till rättvisa, inklusive rättslig prövning och rättssäkerhet.
Den totala budgeten för uppstartfasen är 3 160 000 SEK. Uppstartfasen planeras pågå under sex månader från det att avtal skrivs under.
The overall goal of the Programme is to enhance access to justice for the most vulnerable and marginalised people living in rural areas, where accessibility of quality, affordable, fair justice services, or provision of legal assistance, remains challenging. The Programme seeks to legally-empower grassroots communities (with a specific focus on women, children and the marginalised), and enhance the capacity of duty bearers at the community level to provide the most vulnerable and disadvantaged citizens with quality legal knowledge and skills building to uphold their basic rights, challenge their grievances in an equitable manner, and obtain gender-sensitived justice remedy, and reparation or compensation.
The Inception phase will provide information and basis for supporting access to justice and rule of law that addresses challenges faced by the most vulnerable groups in Ugandan. It will provide IDLO with information on how best to design the programme that responds to the needs of the people.
The deliverables for the inception phase are as stated below; - Strengthened program conceptualization and planning: this includes partnership building with key stakeholders. - Strengthened country level organizational set-up: this includes developing internal control policies and procedures for the Uganda office, validated grant monitoring and reporting mechanism, hiring and on boarding of key personnel and budget planning and revision.
